Policy Trends for Introducing,Cultivating and Utilizing Scientific and Technological Talents in Major Developed Countries
With the rise of the Fourth Industrial Revolution represented by science and technology,scientific and technological talents have become an essential resource and important guarantee for maintaining national competitiveness.In recent years,major developed countries such as the United States,the United Kingdom,and Canada have continuously intensified reforms and support in various aspects such as the introduction,cultivation,and utilization of scientific and technological talents,as well as the introduction and training of talents in the STEM field.They have adopted multiple innovative measures,including promoting the introduction of scientific and technological talents through comprehensive service guarantees and flexible visa systems,emphasizing the cultivation of students'innovative abilities and research practice training,building international multilateral cooperation relationships to promote the training of scientific and technological talents,utilizing scientific and technological talents with the orientaion of seizing discourse power and achieving commercialization of scientific and technological achievements,and prioritizing the introduction and cultivation of STEM talents,aiming to provide important talent support for enhancing global technological leadership.These initiatives offer insights for the development of scientific and technological talents in China.
