Internationalization in and of Higher Education:Critical Reflections on Its Conceptual Evolution
Internationalization of higher education has become a very broad and diverse concept.It has different definitioas at the institutional,national and regional levels,and has evolved over time in response to changing circumstances and challenges.The article describes different perceptions and understandings of"internationalization of higher education"and"internationalization in higher education",as well as key paradigm shifts,and provides critical reflections.Internationalization as a concept and a practice in response to global upheavals will need to shift in the coming decade from short-term neoliberalism to long-term societal interests,from international education for the benefit of a few elites to global learning for all,and from the Western paradigm to the concept of global equality.
