教材是育人的重要依托和工具.就香港中小学现行教材管理制度而言,呈现以下基本特征:教材编写上允许自主选材,遵循课程指引;教材审定上实行申请受理制,建立教材目录制度;教材选用上尊重校际差异,制定具体标准;教材供应上采用购买制度,通过有限干预完善市场竞争机制.香港国安法实施后,香港教育局针对教材政策做出了一系列调整,对教材治理机制进行相应改进,构建与"一国两制"相适应的香港教材管理制度体系.
An Exploration of the Characteristics of the Textbook Management System for Primary and Secondary Schools in Hong Kong
Teaching materials are an important support and tool for educating people.In terms of the current textbook management system for primary and secondary schools in Hong Kong,the following basic features exist:the free selection of materials is allowed in the development of textbooks,and effective teaching aids are achieved by following the curriculum guidelines;the application process is implemented in the validation of textbooks,and a textbook catalog system is established through administrative review;the selection of textbooks respects inter-school differences,and specific criteria are set to ensure the accuracy of the selection results;the purchase system is adopted in the supply of textbooks,and the market is improved through limited intervention;the supply of teaching materials is based on a purchase system,and the market competition mechanism is improved through limited intervention.After the implementation of the Hong Kong National Security Law,the Hong Kong Education Bureau has made a series of adjustments to the teaching materials policy and has made corresponding improvements to the teaching materials governance mechanism to build a teaching materials management system in Hong Kong that is compatible with"one country,two systems".
