澳门校外补习社:治理体系、特点和经验

我国澳门中小学生在学校规定基准下,因无法达标而被迫留级的情况并不罕见.为避免在未来的升学竞争中被过早淘汰,澳门学生从学前开始就被家长送到校外补习,校外补习社因而迅速发展壮大.20多年来,澳门特别行政区在校外补习社治理方面进行积极探索,相继颁布一系列法律法规,将校外补习社纳入政府监管范畴,形成了较为完善的治理体系.我国澳门校外补习社治理呈现出治理手段法治为先、治理格局一主多辅、治理范围与时俱进的特点.其治理经验可概括为政府主导是有效治理的力量保障,问题导向是提质增效的方向保障,刚柔并济是完善治理的关键密钥,社会参与是加强治理的有效手段.
Private Tutorial Centres in Macau:Governance System,Characteristics,and Experience
It is common for primary and secondary school students in Macau to be forced to repeat their studies due to their inability to meet the graduation requirements set by the school.In order to avoid being eliminated prematurely in the future competition for further education,Macau students are sent to private tutorial centres by their parents since preschool,and as a result,private tutorial centres have developed rapidly.Over the past 20 years,the Macao Special Administrative Region of the People's Republic of China has actively explored the governance of private tutorial centres,and has successively promulgated a series of laws and regulations,incorporating private tutorial centres into the scope of government supervision,forming a relatively complete governance system.The governance of private tutorial centres in Macao presents the characteristics of giving priority to the rule of law,one principal with multiple assistants,and keeping up with the times.The governance experience can be summarized as follows:government leadership is the guarantee of effective governance;problem orientation is the direction guarantee of improving quality and efficiency;the combination of rigidity and flexibility is the key to improving governance;and social participation is an effective means to strengthen governance.
