以创新为使命和路径:高等教育发展新趋势——对话欧洲教育与社会政策研究所所长让-克洛德·鲁阿诺-博巴兰教授

进入21世纪以来,各国对高等教育的治理呈现新公共管理模式的特征.在内外部因素影响下,创新成为高等教育机构新的目标,以及主导机构行动的价值追求.在高等教育系统的演变和进化过程中,新型高等教育机构得以建立,而传统高等教育机构不断转型发展.在此过程中,高等教育机构重点推进解决真实问题的、基于项目的学习,多学科的、融合设计思维的教学创新得到越来越多的应用.在各国对高等教育加强治理、高等教育机构发展演变、合作网络化和多层次化的背景下,尽管处于经费缩减、国际竞争、新的使命等多重压力和挑战下,高等教育机构仍然保持其作为学术机构的组织惯性和特性.

Since the 21st century,the governance of higher education in various countries has exhibited characteristics of a new public management mode.Under the influence of both internal and external factors,innovation has become the new goal for higher education institutions and the guiding values in their actions.During the evolutionary process of the higher education system,new-type higher education institutions have been established,while traditional higher education institutions are continually transforming and developing.This includes setting up new types of internal institutions such as design colleges,focusing on promoting the learning based on real problems and projects.Also,"pluridisciplinarity"and design methods have been increasingly embedded in universities.Against the background of countries strengthening governance over higher education,the continuous evolution of higher education institutions,and the networking and multi-level cooperation,higher education institutions still maintain their organizational inertia and characteristics as academic institutions,despite facing multiple pressures and challenges such as funding shortage,international competition and new missions.
