国外高校科技成果转化机构发展模式与趋势——多案例比较研究

高校科技成果转化机构是加快推动高校科技成果向现实生产力转化的重要引擎,也是衡量高校科技支撑服务体系现代化水平的重要标志.文章通过梳理美、英、德、法、日等七个世界主要发达国家代表性高校科技成果转化机构的设置和运行,将其科技成果转化模式识别为内设模式、外设模式、事业型模式与混合模式四种不同的模式.结合对当前我国高校科技成果转化机构的比较发现,中外在机构性质、管理体制机制、收益分配方式三方面存在明显差异,这些差异或可为未来我国高校科技成果转化机构的组织转型与职能定位提供可能的方向选择.
Development and Trends of Institution for the Transformation of Scientific and Technological Achievements in Foreign Universities—A Comparative Study of Multiple Cases
The institution for the transformation of scientific and technological achievements in universities is an important engine for accelerating the transformation of scientific and technological achievements into real productive forces,and also an important indicator for measuring the modernization of the universities'scientific and technological support service system.By sorting out the establishment and operation of the institution for the transformation of scientific and technological achievements in universities in seven major developed countries in the world,namely the United States,Britain,Germany,France,Japan,Israel and Australia,four different transformation modes can be identified:the internal mode,the peripheral mode,the enterprise mode and the mixed mode.Based on the comparison of the current institution for the transformation of scientific and technological achievements in Chinese and foreign universities,it is found that there are significant differences in organizational nature,management system mechanism and income distribution mode Chinese and foreign universities.These differences may provide possible directions for the organizational transformation and functional orientation of institution for the transformation of scientific and technological achievements in Chinese universities in the future.
