文章探讨全球科技快速发展的背景下,人才作为国家核心资源的重要性与全球流动趋势.经济全球化、科技进步和教育国际化驱动人才全球流动,各国和企业采取主动策略引进人才.我国正实施新时代人才强国战略,加快建设世界重要人才中心和创新高地.为助力构建有全球竞争力的人才制度体系,通过分析我国引进人才目标、举措、成效,以及国际经验,文章提出强化顶层规划、深化人才培养、优化人才环境、加强国际合作等建设路径.
Global Talent Mobility and High-end Talent Recruitment:International Experience and Local Path
This paper explores the importance of talent as a core national resource in the context of the rapid global technological development,as well as the trends in global talent mobility.Economic globalization,technological advancements,and the internationalization of education have driven the global flow of talent,leading to countries and enterprises to adopt proactive strategies for talent attraction.China is currently implementing a new era strategy for strengthening the country through talent,accelerating the establishment of key talent centers and innovation hubs.To construct a globally competitive talent system that attracts and retains top talent,and by analyzing the objectives,measures,and achievements of attracting high-end talent,drawing on the experiences of major global talent centers,the paper proposes strategic pathways such as enhancing top-level planning and policy guidance,deepening talent cultivation and independent innovation,optimizing the talent environment and fostering an innovation ecosystem,as well as strengthening international cooperation and sharing global wisdom.
