It is the mission and responsibility of universities to implement the spirit of the National Education Conference in building a world-class talent center and improving talent competitiveness.The editorial board of Journal of World Education,in conjunction with the Talent Development Professional Committee of the Chinese Society of Educational Development Strategy,has organized experts and scholars to put forward their thoughts and suggestions on how higher education can better contribute to the construction of the world's important talent centers and innovation highlands.Currently,universities are facing challenges in scientific research talent cultivation,team building,and the"attraction,education,retention,and utilization"of teachers.These challenges include a lack of diversified talent introduction methods,an unsound evaluation mechanism,and insufficient personalized support for teachers'career development planning.Such issues hinder the further enhancement of talent team building in universities.Based on an interpretation of the concepts and objectives of the current talent work in universities,as well as an analysis of the current situation and problems,experts and scholars offer their thoughts and suggestions on how higher education can better contribute to the construction of the world-class talent center and innovation hub.In terms of talent evaluation,a world-class talent evaluation system with Chinese characteristics should be constructed from four dimensions:establishing a talent evaluation concept with Chinese characteristics,cultivating world-class talent evaluation experts,establishing world-class talent evaluation standards,and constructing a scientific and reasonable talent evaluation mechanism.In terms of the path for universities to contribute to building a world-class talent center,they should take aim for multi-dimensional empowerment,clarify the logical starting point of talent work;focus on effective energy gathering to build a solid foundation for talent development;enhance the endogenous power of talent work through dynamic energy storage;and promote quality improvement and effectiveness in talent work through full energy release.In promoting education,science and technology,and talent as a whole,universities serve as the first productive force of science and technology,the first resource of talent,and the first driver of innovation.They must continue to strengthen the foundation role of talent cultivation.In the reform of personnel and talent systems and mechanisms in universities,we can adhere to the principle of"overall promotion and key breakthroughs".This includes having the party lead talent initiatives,fully leveraging the core role of party leadership;using disciplinary restructuring as an opportunity to comprehensively integrate resources to build a platform of strengths;employing system construction as a tool to deepen the mechanism of innovation that facilitate talent convergence;and optimizing service to create an environment that stimulates innovation and vitality.
