The Reform of the Nomarch System in the Early 6th Dynasty of the Old Kingdom of Egypt from the Perspective of the State Governance
The nomarch system which was created at the beginning of the 6 th Dynasty was a new model of local governance,promoting Egypt to begin to move towards true authoritarian centralised rule.Previously,the Egyptian rulers had implemented various governance systems and initiatives to achieve that goal,but the political,economic and other governance dilemmas appearing during the changing period between the 5th Dynasty and the 6th Dynasty blocked the process of the achievement of that goal.In the face of those obstacles at the central level,the founder of the 6 th Dynasty,Teti I,transformed the previous model of local governance and created the nomarch system at the local level in order to break the deadlock.In the governance practice,the nomarch system had a double-edged sword effect.On the one hand,as the representative of the central government in local administration,the nomarch provided political identity,material security and a stable social order for the realisation of authoritarian centralised rule.On the other hand,nomarchs became major obstacles for the central government to strengthen the centralised rule because of the excessive power of nomarchs and the lack of supervision mechanism.A comprehensive analysis of the nomarch system which was created in the Old Kingdom of Egypt is helpful to provide an in-depth understanding of the historical mechanisms and internal logic of state governance in ancient absolutist countries.
