America's'Good Neighbour'Public Diplomacy toward Latin America during the Second World War:A Case Study on the Office of the Coordinator of Inter-American Affairs
Good Neighbour public diplomacy originated from the Good Neighbour Policy implemented by the Franklin D.Roosevelt Administration during the Second World War,and the Office of the Coordinator of Inter-American Affairs(OCIAA)was the main official institution that implemented the policy and carried out the'Multi-Track Public Diplomacy'.In order to resist the cultural offensive of the Axis powers in Latin America and promote the'solidarity in the Americas',the OCIAA actively carried out cultural diplomatic and media diplomatic activities in Latin America.Moreover,it improved the socio-economic and healthcare conditions there through'aid diplomacy',which won the goodwill of the Latin American people to a certain extent and have once achieved the good-neighbourly goal of'solidarity in the Americas'.However,it still needs to observe that'Good Neighbour'public diplomacy still adhered to'Monroe Doctrine'tradition of the U.S.and was a part of the U.S.hegemonic strategy.Nevertheless,compared to'Big Stick Diplomacy'and'Dollar Diplomacy','Good Neighbour'public diplomacy was more covert while more attractive.In effect,by virtue of cultural diplomacy and media diplomacy,the U.S.dismantled the cultural offensive of the Axis powers in Latin America and enhanced the positive perception of the U.S.among the Latin Americans.The aid diplomacy deepened the dependence of the Latin American countries on the U.S.,accordingly,the U.S.replaced the dominant position of Europe in Latin America.
