Since the Brexit in 2016,the theory of differentiated integration has received renewed attention in the European integration research community, whose general and typological analysis of European integration is in line with the development trend of the European Union in recent years. The emergence of the European Political Community(EPC)in 2022 is the latest phenomenon of differentiated integration in Europe in the wake of the Ukraine crisis. From the perspective of the differentiated integration theory, the EPC is a supplementary scheme expected to break the rigid"internal and external"binary system in the process of European integration, and can promote the process of European integration from the outside. The EPC is positioned by the EU as a"geopolitical club"seeking European identity and a convenient"gateway"to achieve its strategic goal of rebuilding a new European security order excluding Russia. However, due to the absence of statutes, mechanism and funds,it is still unable to provide non-EU countries with"benefits"beyond"association agreements"or"partnerships".In the days to come,the"double-edged sword"effect generated by differentiated integration of Europe itself in the process of development will also radiate to the EPC,affecting the success of its smooth construction.
