摘要
为缓解全球水资源压力,更好地推进节水建设,从政策法规、经济、技术、日常管理、非常规水源利用等五方面对世界主要国家的节水措施及成效进行了梳理总结.对今后中国推进节水工作,提出了从国家战略高度重视节水工作、推进农业节水同时考虑生态环境的系统治理、充分发挥水价(税)及水权交易等市场机制作用、大力推进再生水和海水淡化的利用、加强节水先进技术与设备的研发推广以及推动节水国际交流合作等建议.
Abstract
In order to adress the global water resources pressure and to better promote water saving construction,this paper reviewed and summarized the key measures and their effects of water saving in main countries from five aspects including policies and regulations,economy,technology,routine management,and unconventional water utilization.Suggestions for promoting water-saving work in China in the future were put forward,including paying high attention to water-saving work at national strategy level,promoting agricultural water-saving while considering the integrated governance of the ecological environment,continuously strengthening market means such as water pricing(tax)and water use right trading,promoting the utilization of reclaimed water and desalinated water,strengthening the research and promotion of advanced water-saving technologies and equipment,and promoting international exchange and cooperation.
