Review and improvement path of regional collaborative legislation of water ecological environment governance in Yangtze River Economic Belt
In order to fully leverage the protective role of law in regional environmental development and benefit coordination,based on the current status of water ecological and environmental governance in the Yangtze River Economic Belt,relevant regulatory texts enacted by certain provinces and cities have been reviewed.The results indicate that the legislative models adopted by different regions primarily follow a loose legislative approach,which leads to issues such as mismatch between loose legislative models and the requirements of water ecological and environmental governance,lack of established mechanisms for coordinating entities across regions,and inadequate mechanisms for evaluating and clearing legislative efforts.To address these issues,it is proposed to transform the existing loose legislative models into tight legislative models,establish mechanisms for regional coordination and benefit coordination in legislative efforts,and improve the mechanisms for evaluating and clearing legislative initiatives in the context of water ecological and environmental regional governance in the Yangtze River Economic Belt.
