Current situation and system construction of China's water use right trading
In order to promote the goal of establishing a water right system with clear attribution,clear rights and responsibilities,smooth flow of water,and effective supervision by 2035 as proposed in the Guiding Opinions on Promoting the Reform of the Right to Use Water,this paper analysed the problems of the current water right trading system,clarifying the connotation of water right trading.In view of the fact that China's water right trading still has an unsound initial allocation system,an incomplete pricing mechanism,and the need to strengthen the monitoring,measurement and supervision of water use,we analyse the problems of the current water right trading system,and on the basis of clarifying the connotation of the water right trading,we come up with a proposal to use Habermas's theory of negotiation to guide the initial allocation of the right to use water,and to take into account the economic and ecological interests in constructing the standard of diversified,differentiated pricing mechanism,establishing the inspection and sampling system,and establishing a system of inspection and sampling.
