Unified National Market,Regional Technological Diversification and Enterprise Technological Complexity
In the process of achieving technological self-reliance and high-quality economic development in China, how to more effectively build a new development pattern with domestic circulation, create a diversified technological environment in the super large domestic market, and motivate enterprises to strengthen complex technology research and development and improve technological complexity is an important issue worth examining.Particularly,in recent years,China has continuously eliminated various forms of local protectionism and market segmentation and built a unified national market. This unified national market not only helps to promote commodity trade between regions and enhance the diversification of market demand preferences but also optimizes the allocation of various factors between regions, promotes the diversification of factor supply structure, and provides demand and supply support for the development of regional technological diversification.More importantly, regions with different technological compositions and diverse technologies are often able to more effectively break technological path dependence and have irreversible development advantages. From the perspective of regional technological diversification, this study examines the impact mechanism of the construction of a unified national market(commodity and factor markets)on the improvement of enterprise technological complexity and uses micro patent data at the level of Chinese industrial enterprises to empirically analyze its effectiveness.Research has found that the construction of a unified national commodity, labor, and capital markets enhances the technological complexity of enterprises. The construction of a unified national market can generate diversified market demand and factor supply, which helps promote the diversified development of technology in a region and thus enhance the technological complexity of enterprises.Among them, the diversification of regionally related and unrelated technologies has played a significant positive role in the construction of a unified national market and the increase in enterprise technological complexity.Further research has found that the unified national market formed by transportation infrastructure construction helps increase enterprise technological complexity, while the unified national market promoted by local government policies has not had a significant effect.Due to the spatial correlation of the construction of a unified national market, the level of the unified national market in adjacent regions will also have a positive impact on the technological complexity of local enterprises. Moreover, the construction of a unified national market has mainly increased the technological complexity of non-state-owned and high-tech enterprises, while the impact on state-owned and non-high-tech enterprises is not significant. The policy implications of the research conclusion are as follows:First, while encouraging the development of technological specialization in various regions,it is also necessary to support the strengthening of regional technological diversification.By constructing a diversified market demand structure and a differentiated innovation resource supply structure, these regions can lay out technological resources within existing technological comparative advantages and other related and unrelated technological fields, build a diversified innovation network, and create a diversified regional technological environment.Second,it is necessary to improve the policy system for the construction of a unified national market, promote the introduction of policies by local governments to eliminate local protectionism and market segmentation, achieve regional integrated development, enhance mutual trust between different regions, enhance the coordination and synergy of policies among different regions, and reduce policy redundancy and conflicts.Third, improve transportation infrastructure construction, rely on high-speed railways, highways, etc.to create a hierarchical regional transportation network;form a complete transportation, logistics, and innovation circle;reduce the cost of goods and factors flowing between regions;and use transportation infrastructure construction to smooth the"meridians"of domestic circulation.Fourth, close collaborative relationships should be formed between regions, and attention should be paid to communication and collaboration with other related regions.Coordinated development between regions should be achieved by paying attention to local interests.Fifth,in the process of promoting the construction of a unified national market,we should further eliminate unfair intervention and protection against state-owned enterprises, promote their full participation in market competition, and encourage them to develop more complex technologies.Efforts should be made to enhance the technology intensity of non-high-tech enterprises, drive their transformation and upgrading through innovation, and help them enhance their market competitiveness by relying on complex technologies.
