Research on the Cross-regional Collaborative Eco-compensation Standards under the Principle of Shared Responsibilities:The Case of the Yangtze River Economic Belt
Cross-regional collaborative eco-compensation is essentially an economic compensation behavior of environmental negotiation and interest game among regions.It can solve the imbalance of interests caused by the spatial overflow of resource and environmental factors.It is an effective way to optimize the ecological compensation system and coordinate regional ecology and environment governance,emphasizing spatial realization and fairness.In addition,the key to the implementation of the cross-regional collaborative eco-compensation mechanism lies in the formation of compensation standards and plans that are recognized by all parties.This study aims to explore a calculation scheme of cross-regional eco-compensation standards based on the unbounded and fluid characteristics of resource and environment elements that fully reflect the principle of benefit and responsibility sharing.First,referring to the definition and category of"natural resource liability,"a regional resource and environmental burden list is created,covering resource depletion,environmental damage,and ecological gains and losses.It is the value basis for defining ecological compensation standards.On this basis,the unequal exchange factor of resources and environment is introduced,and the calculation idea of inter-regional collaborative ecological compensation standard based on the sharing of implied resource and environmental responsibilities in trade is proposed.Then,multi-regional input-output technology is used to measure the transfer of the implied resource and environmental burden of inter-regional trade,and the allocation factor based on the"benefit principle"is selected to share the resource and environmental responsibilities of each region.Finally,the cross-regional collaborative eco-compensation standard is defined.It includes horizontal compensation standards based on the transfer of implicit resource and environmental burdens in trade,various investment standards coordinated through ecological compensation fund pools,and incentive compensation standards under the principle of"protectors receiving compensation."Taking the Yangtze River Economic Belt as an example,the rationality and feasibility of the calculation ideas are tested.First,there is a significant phenomenon of resource occupation and pollution transfer between regions,and it is necessary to consider the factors of resource and environmental burden transfer in ecological compensation practices.Second,the transfer of resources and environmental burden among provinces in the upstream,middle,and downstream regions and the transfer gap between them and other provinces are gradually narrowing.The pattern of interprovincial resource and environmental burden transfer is relatively balanced,and implementing horizontal ecological compensation between only adjacent areas cannot meet actual needs.Therefore,it is necessary to expand horizontal ecological compensation to an entire region.Third,there is a certain degree of unequal exchange of resources and environment in interprovincial trade,and it is necessary and effective to define compensation standards based on the principle of shared responsibility.The calculation scheme proposed in this study can meet theoretical requirements,practical needs,and policy guidance,which will help improve the objectivity and fairness of cross-regional ecological compensation standards and ensure a systematic and holistic cross-regional collaborative ecological compensation mechanism.Taking the definition of ecological compensation standards as the basis,we can focus on the following two aspects to further improve the cross-regional collaborative ecological compensation mechanism and promote its implementation.On the one hand,integrating the natural resource asset liability accounting system,a standardized and unified cross-regional collaborative ecological compensation value quantification method system should be developed to improve the objectivity and accuracy of ecological compensation standard calculation.Second,an operation and management platform for the cross-regional collaborative ecological compensation mechanism should be established to provide guarantees for the implementation of the"whole process"collaborative ecological compensation plan.It includes an integration and sharing system of ecology and environment big data,a coordination and management system of regional ecological compensation fund,a negotiation and trading platform of horizontal ecological compensation,and an evaluation and feedback system of ecological compensation benefit.
