Government Procurement and Innovation of Specialized and Sophisticated Small and Medium-sized Enterprises:Based on the Perspective of Industrial Chain and Supply Chain Modernization
Government procurement plays a significant role in promoting innovation among specialized and sophisticated small and medium-sized enterprises(SMEs),particularly in the context of modernizing the industrial and supply chains.This demand-side policy function offers a distinct advantage in driving the modernization of these sectors.With the developmental advantages of specialization,refinement,and novelty,specialized and sophisticated SMEs play a crucial role in enhancing the coupling of the industrial chain network and consolidating the security of the industrial chain.However,the current specialized and sophisticated SMEs are also encountering the challenge of insufficient high-quality innovation ability,requiring immediate government support.Government procurement,as an effective fiscal policy tool on the demand side,possesses inherent advantages in promoting the innovative development of specialized and sophisticated SMEs due to its vast market scale,extensive policy functions,and flexible market competition mechanism.Therefore,there is an urgent need to enhance the quality and efficiency of policy implementation while expanding its scope.This study examines the impact of government procurement policy on the innovation of specialized and sophisticated SMEs.It reveals that government procurement significantly stimulates innovation in these SMEs,leading to both substantive and strategic advancements.The key mechanisms through which this policy influences innovation include enhancing operational efficiency and reducing the risk of noncompliance with business regulations.Focusing on the characteristics of the direct industrial and supply chain interaction,it is observed that the longer the interaction cycle between supply and demand,the stronger the stability of the supply and demand relationship.Additionally,higher transparency of supply and demand activities leads to a more prominent policy support effect of government procurement for the innovation of specialized and sophisticated SMEs.Considering the indirect transmission effect of industrial and supply chain policies,government procurement has had a significant spillover promotion effect on the innovation level of upstream suppliers and downstream customers of specialized and sophisticated SMEs.However,the influence and transmission impact of these policies are mainly observed in local government procurement market activities.Through the identification of policy constraints,enhancing fiscal transparency can effectively improve the substantive innovation incentive effect of government procurement for specialized and sophisticated SMEs.Additionally,there is a significant substitution relationship between fintech policy and government procurement innovation policy support.This study provides the following policy insights:First,it is essential to establish and enhance the legal and regulatory framework for government procurement to facilitate innovation among specialized and sophisticated SMEs.Second,it is crucial to leverage government procurement policies to promote innovation,support the growth of SMEs,provide financing assistance,and effectively stimulate internal motivation for high-quality innovation among specialized and sophisticated SMEs.This will also strengthen their pivotal role in the division of labor and cooperation within the industrial chain.Third,there is a need to strengthen coordination between government procurement policies and other fiscal,tax,and financial policies.This will enhance policy synergy aimed at supporting innovation within specialized and sophisticated SMEs.Fourth,it is important to clarify demand standards for innovative products while utilizing government procurement demand as a driving force for deeper research collaboration between specialized and sophisticated SMEs with upstream and downstream partners.This will ultimately improve collaborative innovation efforts.Lastly,emphasis should be placed on constructing a unified government procurement market that facilitates the flow of production factors and industrial cooperation within regions.This will create an effective environment for integrating industrial and supply chains in support of innovation among specialized and sophisticated SMEs while strengthening the transmission effect of supply chain innovation policies.
