Improvement of the Legal System,Cross-regional Cooperation and Green Development of the Provincial Border Areas:A Quasi-natural Experiment Based on the Tourism Law
Since the reform and opening-up,China has achieved rapid economic growth,but the provincial border regions are still trapped in a dilemma of economic depression and ecological environmental deterioration.The Tourism Law is a fundamental institutional arrangement to improve the tourism industry's framework and ensure the rational development and utilization of tourism resources.It not only clarifies the primary responsibility of local governments in leading tourism development and providing essential supporting services for its sustainable growth but also enhances the cooperation and consultation system for the development and utilization of cross-regional tourism resources.Therefore,the Tourism Law provides an ideal research scenario for examining how the cooperative development mechanism of cross-regional tourism resources,under the improved tourism legal framework,promotes tourism development,thereby fostering green development in border areas.This study uses a quasi-natural experiment of the implementation of the Tourism Law to study the impact of improving the system of cross-regional tourism resource cooperative development on green development in interprovincial border areas.The study found that,first,the implementation of the Tourism Law has significantly promoted green development in interprovincial border areas,specifically reflected in an approximately 0.64%increase in economic development and about a 1.92%reduction in surface black carbon concentration.Second,the mechanism tests reveal that the Tourism Law had driven the development of tourism in interprovincial border areas by removing barriers to cross-regional tourism resource cooperative development,thereby improving ecological environment quality and promoting green development in border areas.Third,heterogeneity analysis reveals that the aforementioned green development effects are more significant in regions with severe market segmentation,poor initial tourism development,and better legal and institutional environments.The contributions of this study are as follows:First,from the perspective of tourism industry legislation,this study expands and enriches the theoretical research related to law and economics.It confirms that industry legislation can have a positive impact on the high-quality economic development of interprovincial border areas,effectively supplementing the literature at the intersection of law and economics and expanding the theoretical understanding of the economic effects of industry legislation.Second,from the perspective of cross-regional tourism resource cooperative development,this study creatively provides a reliable mechanism to break down the segmentation of interprovincial borders and promote green development.By leveraging the exogenous impact of the improvement of the tourism industry system,it confirms that cross-regional tourism resource development cooperation can accelerate green development in border areas,thereby expanding relevant research on the influencing factors of green development in interprovincial border areas.Third,based on the exogenous impact of the implementation of the Tourism Law,the economic effects of improving the tourism industry's legal framework are revealed,providing a policy basis for further refinement of tourism legislation.Moreover,considering the significant changes in the development environment of the tourism industry over the past decade,the conclusions of this study offer practical insights for further enhancing the legal framework of the tourism industry.
