摘要

流域横向生态补偿是实现流域内各利益相关方资源互补、经济互惠的重要手段,对于促进流域内生态环境服务均等化与发展公平化具有十分重要的意义.以流域横向生态补偿的概念、原则、模式、基准、资金来源等相关理论为切入点,分析目前流域横向生态补偿的研究现状.结合流域水电开发的特点,分析了流域水电开发的横向生态补偿及资金来源,探讨了流域横向生态补偿模式在金沙江中游流域水电开发环境管理中的应用,并提出面向流域上下游发电企业间的横向补偿机制和面向项目管理的横向考核奖惩机制两方面的应用建议.

Abstract

Horizontal ecological compensation in the basin is an important means to achieve resource complementary and economic reciprocity among various stakeholders within the basin,which is of great significance in promoting the equali-zation of ecological environment services and development equity within the basin.From the concepts,principles,models,benchmarks,funding sources,and other related theories of horizontal ecological compensation in river basins,we analyzed the current research status of horizontal ecological compensation in river basins.By combining the characteristics of hy-dropower development in river basins,the horizontal ecological compensation and funding sources related to hydropower development were analyzed,and the deepening application of the horizontal ecological compensation model in environ-mental management of hydropower development in the middle reaches of Jinsha River basin was explored.We proposed the application suggestions in two aspects,the horizontal compensation mechanism for upstream and downstream power generation enterprises in the basin and reward and punishment mechanism of horizontal assessment for project manage-ment.
