摘要
小流域是山区乡村典型的生态单元,在小流域治理中存在着实体单元与虚拟单元错位造成的治理约束问题.乡村规划是统筹资源助推发展的蓝本与指引,在分析小流域治理实践逻辑的基础上,以丹凤县老君河小流域统筹规划为案例,确定规划思路和布局:在丹凤县"一县五区"总体发展目标引领下,紧扣老君河小流域资源禀赋特征,确立了"红色引领、生态优先、协调发展"三个原则和"党旗红、生态美、产业强、农民富、乡村好"的建设标准;科学布局村庄,规划了"一核引领,五星闪耀,一环三区,全域点亮"四大实施路径.结合案例分析,小流域统筹规划应确立贴合实地、突出特色、盘活资源的发展原则;设计由点到面、特色互补、资源整合的实施路径;明确统筹分工、责任明确、强化监督的保障机制,更好地实现乡村振兴 20 字总目标.分析框架和规划原则可以为形成镇村联动发展新格局、破解山区"碎片化"治理困境提供设计工具与实现路径.
Abstract
Small watershed is a typical ecological unit in mountainous rural areas,In the governance of small watershed,there are governance constraints caused by the dislocation of physical units and virtual units.Rural planning is the blueprint and guidance for coordinating resources to boost development.Taking the overall planning of Laojunhe small watershed in Danfeng County as a case,the planning ideas and layout are determined on the basis of analyzing the practical logic of small watershed governance:under the guidance of the overall development goal of"one county and five districts"in Danfeng County,closely following the resource endowment characteristics of Laojunhe small watershed,playing the red and green cards well,establishing the three principles of"red guidance,ecological priority,coordinated development"and the construction standards of"red party flag,ecological beauty,strong industry,rich farmers,good villages";scientifically distributing villages,planning the four implementation paths of"one core leading,five stars shining,one ring and three districts,and the whole area shining".Combined with the case analysis,the overall planning of small watershed should establish the development principles of fitting the field,highlighting characteristics,and revitalizing resources;design the implementation paths of point to face,characteristic complementarity,and resource integration;clear the guarantee mechanism of overall division of labor,clear responsibility,and strengthen supervision,so as to better realize the general goal of rural revitalization.The analytical framework and planning principles can provide design tools and implementation paths for forming a new pattern of town-village interactive development and breaking the"fragmentation"governance dilemma in mountainous areas.
