建设宜居宜业和美乡村背景下乡村治理多元规范体系的优化策略

摘要
乡村治理一直是我国全面建设社会主义现代化国家的重要内容.中共十八届三中全会提出"国家治理体系和治理能力现代化",其中乡村治理是国家治理的必要组成部分.党的二十大报告进一步强调"全面推进乡村振兴",着重提出建设宜居宜业和美乡村,体现了我国对乡村治理的高度重视与深刻把握.纵观我国乡村治理发展路径,面对乡村治理的复杂化与现代化发展趋势,在建设宜居宜业和美乡村的背景下,乡村治理应顺应时代变革,结合实际情况,统筹规范内容,明确主体权责,促进适用协同,扎实推进宜居宜业和美乡村建设,助力实现乡村治理现代化的时代目标.
Abstract
Rural governance has always been an important part of China's comprehensive construc-tion of a socialist modernized country.The Third Plenary Session of the 18th Central Committee of the Com-munist Party of China proposed"the modernization of the national governance system and governance ca-pacity",among which rural governance is an essential component of national governance.The 20th National Congress of the Communist Party of China further emphasized"the comprehensive promotion of rural revi-talization",emphasizing the construction of livable,business friendly,and beautiful Countryside,reflecting China's high attention and profound grasp of rural governance.Looking at the development path of rural governance in China,in the face of the complexity and modernization trend of rural governance,in the con-text of building livable,business friendly and beautiful countryside,rural governance should adapt to the changes of the times,combine with the actual situation,coordinate and regulate the content,clarify the main rights and responsibilities,promote application and coordination,solidly promote the construction of liv-able,business friendly and beautiful countryside,and help achieve the goals of modernization of rural gover-nance.
