摘要

国家政策与高等教育入学机会的公平密切相关,新中国成立以来我国在这一领域的探索不断深化,特别是21世纪以来,高等教育入学机会的公平问题更是引起国家高度重视.通过梳理21世纪以来我国有关高校招生政策、高考政策以及国家助学政策等方面的文件,发现在国家教育政策的宏观指导下,高等教育入学机会公平的局面持续向好,人民满意度逐步提高,教育公平持续推进.但是政策的定向弱影响和刚性强阻滞始终存在.要实现入学机会的高质量公平,还需着重解决三方面问题:政策制定要更加关注优质机会的城乡差距,增加精准性;政策执行要结合实际,增加灵活性;政策督查要健全法制体系,增加规范性.

Abstract

National policies are closely related to the fairness of higher education enrollment opportunities.Since the founding of the People's Republic of China,the exploration of this field has been continuously deepened,especially since the new century,the issue of fairness in higher education enrollment opportunities has attracted high attention from the country.By reviewing documents related to enrollment policies,college entrance examination policies,and national student aid policies in China since the new century,it was found that under the macro guidance of national education policies,the situation of fair access to higher education has continued to improve,people's satisfaction has gradually increased,and educational equity has continued to advance.However,to achieve high-quality fairness,three key issues need to be addressed:policy formulation should pay more attention to the urban-rural gap in high-quality opportunities and increase precision;Policy implementation should be combined with reality and increase flexibility;Policy supervision should improve the legal system and increase standardization.
