权力腐败的成因及其治理

摘要
权力腐败的原因主要有：人性的缺陷和权力的“异化”，“市场失灵”和政府权力干预，腐败的收益远高于成本等。惩治腐败的措施有：充分发挥市场功能，避免政府权力寻租；建立利益激励和约束机制，提高反腐败的破案率；加大惩罚腐败力度，提高“腐败成本”；借鉴国外防惩腐败的有益经验，严格推行官员财产公示制度。
Abstract
The main reasons for power corruption mainly include the following aspects :human deficiency and power “alienation”;“market failure” and the government’s power intervention ;the corruption benefit’s far surpassing the cost .Thus ,the measures a-gainst corruption are the following :to bring the market function into full play and to avoid the government ’s power rent-seeking;to build a mechanism to encourage and restrain the benefit and to improve the crime detection rate ;to increase punishment level for crime of corruption and to increase the “corruption cost”;to draw lessons from other countries’ measures against corruption and to strictly carry out the publicity system of officials’ assets .
