人工智能是推进社会治理体系和治理能力现代化的重要驱动力量.人工智能嵌入社会治理的过程遵循着独特的理论逻辑、现实逻辑和技术逻辑.当前人工智能嵌入社会治理的时代机遇,体现在技术借用迭代为智能治理的社会治理理念革新、实体场域扩展到拟态空间的社会治理场域重构、表象互动转变至沉浸参与的社会治理结构优化、风险识别升级成实时监控的社会治理风险预判等方面.人工智能嵌入社会治理必须坚持系统思维,从打造社会治理智能化的共治格局、创建社会治理智能化的数据系统、完善社会治理智能化的制度保障、加强社会治理智能化的队伍建设等方面综合发力,将"智能变量"转化为"治理增量",切实推动社会治理智能化的实现.
Abstract
Artificial intelligence is an important driving force to promote the modernization of social governance systems and governance capabilities.The process of embedding artificial intelligence into social governance follows unique theoretical logic,realistic logic and technical logic.Looking at the opportunities of the era of artificial intelligence embedding in social governance,it presents the innovation of social governance concept with technology borrowing iteration to intelligent governance,the reconstruction of social governance field with entity field expanding to mimicry space,the transformation of representation interaction to the optimization of social governance structure with immersion participation,and the upgrading of risk identification to the prediction of social governance risk with real-time monitoring.Artificial intelligence embedded in social governance must adhere to system thinking,from creating a co-governance pattern of social governance intelligence,creating a data system of social governance intelligence,improving the institutional guarantee of social governance intelligence,strengthening the team construction of social governance intelligence,etc.,to transform"intelligent variables"into"governance increments",and effectively promote the realization of social governance intelligence.
