Practice and Innovation of Villager Autonomy System Under State-Society Interaction——Historical Changes of Villager Autonomy in Guangdong Province Since the Reform and Opening up
The implementation of the villager autonomy policy has initiated a new historical stage of rural governance practice in China since the reform and opening up.Along with the interaction between the state and the society,the villager autonomy policy has undertaken many changes,and has been enriched and developed in practical exploration.Placed in Guangdong region and investigated deeply along the historical line of"election-governance",the villager autonomy is found that its development displays the following characteristics or patterns:the mode of democracy has transitioned from electoral democracy to consultative democracy,the system of governance has transformed from"township-village governance"to"integrated governance of the three realms",the unit of governance has changed from upward to downward,and the main body of governance has developed from government-led to multiple cooperation.The above shows that with the interaction between the state and the society since the reform and opening up,social forces are growing,and the main body of rural grass-roots governance is diversified.
