The Coupling Logic of Non-Litigation Governance and Peaceful China Initiative and Its Optimization Direction
The Report to the 20th National Congress of the Communist Party of China made it clear that the Peaceful China initiative should move to a higher level,and that a more optimized governance system and more solid governance capacity should be used to enhance the new realm of Peaceful China.Non-litigation governance has become the key to maximizing social interests to resolve conflicts and disputes at the lowest social cost,and then becoming a governance paradigm that is highly coupled with Peaceful China initiative in terms of social function,national system,and wisdom and knowledge.The non-litigation mechanism,with its diversified connotations and peaceful means,has facilitated and standardized the expression of people's demands,improved the social governance system of co-construction,co-governance,and sharing,and demonstrated China's voice and wisdom.Therefore,in the process of promoting the construction of"non-litigation governance-Peaceful China",it is necessary to clarify the understanding of non-litigation governance at home and abroad from the mechanism itself,straighten out the legal definition of various dispute resolution organs to clarify the definition of their functions,identify and reformulate the methodology of the non-litigation governance system to consolidate the dispute resolution front in Peaceful China,and publicize China's wisdom and solutions to speak Chinese non-litigation discourse well.
