The Effects,Weakening Causes and Optimization Paths of Rural Entrepreneurship Policies for College Students
As the government's policy strategy to support college students in rural entrepreneurship and promote rural development,the policy of rural entrepreneurship for college students has positive political effects in enhancing the power of grassroots governance,elevating the credibility of grassroots political power and promoting modernization of rural governance.It has good economic effects in catalyzing rural industrial development,strengthening the transformation of scientific and technological achievements and promoting the circulation of urban and rural resource elements.It also has positive social effects in promoting the integration of urban and rural development,cultivating a civilized rural culture and helping farmers achieve their vision of a better life.Affected by various complex factors,policy effects do not always develop in the expected direction.The causes of the weakening of the policy effects on rural entrepreneurship for college students are explored in the rural environment,the policy system and the policy cycle,with the shortcomings of rural environment having restraining effects on policies,the policy system carrying the shortcomings effects,and in different stages of the policy cycle there being decreasing effects.The construction of rural environment should be comprehensively strengthened,policy impetus should be enhanced,and the driving effects of the policy should be strengthened;Appropriate local policies should be introduced,systematic special policies should be constructed,and the policy system should be continuously improved to fully leverage the overall effects of the policy;Effective policy supply should be provided,policy implementation effectiveness should be strengthened,and the functions at different stages of the policy cycle should be elevated to achieve an increasing effect of the policy,all of above-mentioned which are effective ways to alleviate the weakening of the policy effects.
