水生态文明建设判别标准及差距分析

水生态文明建设是缓解资源环境压力、解决水生态环境问题、促进人与自然和谐发展的重要途径.建设水生态文明的关键在于如何把水生态文明理念融入水资源开发、利用、节约、保护的各方面和水利规划、设计、建设、管理的各环节,推动水利工程建设与水生态环境保护的全面发展.为了实现水生态文明理念与水利工程建设的结合,文章从水利工程建设的主要领域(防洪抗旱、供水、农田水利、水力发电、水资源保护与水生态修复)出发,从规划、设计、建设、管理四个环节入手,在总结分析水生态文明概念、内涵和建设现状的基础上,提出水生态文明的主要理念,制定判断具体水利工作与水生态文明理念符合程度的判别标准,进而研究具体水利工作与水生态文明理念的差距,以期为水利工程领域水生态文明建设提供参考.
Judging Standard and Gap Analysis on Water Ecological Civilization Construction
Water ecological civilization construction is an important way to alleviate the pressure of resources and environment,to solve the problems of water ecological environment,and to promote the harmony development between human and nature.The key to construct water ecological civilization is to research how to put the water ecological civilization idea into all aspects of water resources development,utilization,conservation and the whole links of water planning,design,construction and management,to promote the comprehensive development of water conservancy construction and water ecological environment protection.In order to realize the combination of water ecological civilization idea and construction of water projects,starting from the main fields of water project construction (flood control and drought relief,water supply,irrigation and water conservancy,hydroelectric power,water resource protection and water ecological restoration) and four links of planning,design,construction and management,on the basis of summarizing and analyzing the concept,connotation and current situation of water ecological civilization construction,it presented the main ideas of water ecological civilization,and made the judging standards to evaluate the coincidence degree between water ecological civilization concept and water conservancy work,and studied the gap between water ecological civilization concept and water conservancy work.It provides reference for the construction of water ecological civilization in the field of the fields of water conservancy projects.
