农户多维贫困测度与发展能力提升优先序——以新疆南疆三地州为例

摘要
新疆南疆三地州少数民族农户多维贫困问题是维护新疆社会稳定和长治久安的攻坚难题.基于此,利用2010年新疆农村住户调查数据RHS,通过AF多维贫困测量方法,分析了该地区少数民族农户多维贫困问题,研究结果表明;该地区存在严重的多维贫困问题,其中多维贫困指数达到30.04％,多维重度贫困指数达到13.83％,多维极端贫困指数达到3.06％;多维贫困指数按地州分解结果显示,喀什地区多维贫困最为严重,和田地区多维贫困贡献率会逐渐减小,而克州地区则逐渐增大;按指标分解结果显示,少数民族农户不懂汉语、家庭成员受教育水平低、农户没有机会参与扶贫项目的确定等指标的贡献率始终较高,成为今后需要重点解决的关键性问题.
Abstract
The issues of the minority farmer's multidimensional poverty in three regions of southern Xinjiang is the challenge of keeping the social stability and long-term stability of Xinjiang.Based on the above reason,this paper has an analysis on the troubles of farmer's multidimensional poverty of the minority by employing 2010 survey organization of national bureau of statistics rural household survey data based on the approach of AF multidimensional poverty measurement,the results show that there exist serious multidimensional poverty in this area,among of which,the MPI attains 30.04％,the multidimensional severe poverty index attains 13.83％,and the multidimensional extreme poverty index attains 3.06％.The results of decomposing the MPI by territories show that the multidimensional poverty in Kashgar Prefecture is the most serious,the multidimensional poverty rate of contribution in Hotan Prefecture diminished gradually,but the one in the Kirgiz Autonomous Prefecture of Kizilsu increases step by step.The results of decomposing the MPI by the indexes show that the indexes' rate of contribution of farmers of the minority knowing nothing about Chinese language.The poor did not receive good education.There is no chance for famers to participate in anti-poverty projects.These are the key points needing to deal with from now on.
