生态文明视域下低碳发展水平评价及预测——以四川省为例

Low-Carbon Development Level Evaluation under the Scope of Ecological Civilization: A Case of Sichuan Province

基于生态文明视域下低碳发展的内涵,从发展性和低碳化两个维度,立足经济发展、社会进步、低碳排放和碳汇能力四个子系统,构建低碳发展水平评价指标体系.应用熵权法和TOPSIS法对四川省2006~2014年低碳发展水平进行评价,应用灰色GM(1,1)模型对四川省2015~2018年的低碳发展趋势进行预测.结果表明四川省低碳发展水平震荡上升,为促进低碳发展所作的努力程度不够,高碳排放成为低碳发展的最大障碍.
Based on the meaning of low-carbon development in ecological civilization perspective,the evaluation index system of low-carbon developmental level includes two dimensions of development and low carbonization,and four subsystems of economic development,social progress,low-carbon emissions and carbon sequestration capacity.The entropy weight method and TOPSIS were used to estimate low-carbon development level of 2006-2014,the grey dynamics GM(1,1)was used to predict the low-carbon development trend of 2015-2018 in Sichuan Province.The results showed that the lowcarbon development keep shaking rise,but the degree of effort to promote low-carbon development are inadequate.High carbon emissions have become the biggest obstacle to the low-carbon development.
