摘要
建设美丽中国是全面建设社会主义现代化国家的重要目标,美丽乡村是美丽中国的重要内容,而健康乡村作为美丽乡村的升级版,不仅是推进乡村全面振兴的重要抓手,而且也是实现健康中国战略的重要举措.论文在对已有文献进行梳理的基础上,对健康乡村概念进行了界定,并剖析了健康乡村的内涵特征;基于大健康理念,从乡村医疗卫生设施完善与保障水平提升、农业生产环境的改善与健康水平的提升、农村生态环境的保护与服务价值的提升、农村人居环境的整治与宜居水平的提升、科技人才队伍的建设与服务能力的提升以及基层组织体系的强化与管理水平的提升等方面确定六个重点领域;围绕着这些重点领域,从全面树立大健康理念、科学制定健康乡村规划、聚焦健康乡村重点领域、加强人才队伍能力建设、建立完善机制制度体系五方面提出了具体的对策建议.
Abstract
Building a beautiful China is an important goal of comprehensively building a socialist modernized country,and beautiful village is an important part of beautiful China.As an upgraded version of beautiful village,healthy village is not only an important lever for promoting comprehensive rural revitalization,but also an important measure to achieve the strategy of a healthy China.This paper defines the concept of healthy villages and analyzes the connotation features of healthy villages based on the combing of existing literature.Based on the concept of comprehensive health,six key areas have been identified in terms of improvement of rural medical and health facilities and upgrading of the level of protection,improvement of the agricultural production environment and upgrading of the level of health,protection of the rural ecological environment and upgrading of the value of services,improvement of the rural living environment and upgrading of the level of habitability,construction of science and technology talents team and upgrading of the ability to provide services,as well as strengthening of grassroots organizational systems and upgrading of the level of management,etc.Focusing on these key areas,specific countermeasures and suggestions have been put forward in five aspects,including comprehensively establishing the concept of great health,scientifically formulating the planning of a healthy village,focusing on the key areas of a healthy village,strengthening the capacity building of human resources,and establishing and improving the mechanism and institutional system.
