基于可持续性晴雨表的生态脆弱区可持续发展评价

统筹生态环境与社会经济的协调发展是生态脆弱区实现可持续发展的重要内容.以典型西南生态脆弱区—云南梁河县为研究区,参考"可持续性晴雨表"评估指标与方法,采用熵值法与加权求和模型对梁河县的可持续发展状况进行定量分析和评价.结果表明:(1)2012-2017 年梁河县的人文系统福利指数呈现逐年增加趋势,2018 年则波动下降.人均粮食占有量、农民人均纯收入、人均GDP是制约梁河县人文系统福利指数提升的主要因素;(2)除 2017 年波动下降外,2012-2018 年梁河县生态系统福利指数保持逐年增长的趋势,且 2018 年生态福利进入可持续发展阶段;(3)2012-2018 年梁河县的可持续发展状况表现为不可持续发展、中等发展提升至基本可持续发展三个不同状态.2016年梁河县进入基本可持续发展阶段,而目前还未处于可持续发展阶段.
Sustainable development assessment of ecologically vulnerable areas based on barometer of sustainability
Coordinating the coordinated development of the ecological environment and social economy is an important content for realizing sustainable development in ecologically fragile areas.In this paper,Lianghe,Yunnan was taken as a typical research area of ecologically vulnerable areas in Southwest China.We used the assessment index and method of"barometer of sustainable"to assess sustainable development of Lianghe County by entropy method and weighted summation model.The results showed that:(1)The humanities welfare index of Lianghe County was increasing year by year from 2012 to 2017,but there were fluctuations in 2018.The per capita grain possession,the per capita net income of farmers and the per capita GDP were the main factors affecting the improvement of humanities welfare index in Lianghe County.(2)In addition to the fluctuation in 2017,the ecological welfare index of Lianghe county was increasing year by year from 2012 to 2018,and the ecological welfare entered a stage of sustainable development in 2018.(3)From 2012 to 2018,the sustainable development status of Lianghe County showed as three different states:unsustainable development,medium development and basic sustainable development.It entered the stage of basic sustainable development of Lianghe County in 2016,but it was not yet in the stage of sustainable development.
