数字经济赋能东北产业转型升级问题研究

摘要
数字经济在现代社会发挥着重组要素资源、重塑经济结构、改变竞争格局的重要作用,数字经济的发展应用与产业转型升级具有密切的联系.目前,东北三省数字经济发展还存在总量小、占比低、增速缓等问题.具体而言,政策优势没有转化为发展优势,基础设施薄弱导致影响效应差,数据要素市场化程度较低,优质复合型人才流失严重.因此,在东北全面振兴的过程中,要立足于数字经济发展实际,寻找新一轮东北振兴的"基点",优化产业发展生态环境,提升数字技术的创新能力,推进数字深层次融合发展,培养储备优质复合型人才.
Abstract
With the rapid development of the digital economy,it is playing a role in reorganizing factor resources,reshaping the economic structure,and changing the competitive landscape.The development and application of dig-ital economy are closely related to industrial transformation and upgrading.At present,the development of digital e-conomy in the three northeastern provinces has problems such as small total volume,low proportion,and slow growth rate.Specifically,policy advantages have not been transformed into development advantages;weak infra-structure has led to poor impact;data elements have low marketization,and the region is faced with the shortage of high-quality interdisciplinary talents.Therefore,in the process of comprehensive revitalization of Northeast China,we must rely on the development of the digital economy and find the"base point"for a new round of Northeast re-vitalization.It is necessary to optimize the ecological environment for industrial development,enhance the innovation capabilities of digital technology,promote the development of deep digital integration,and cultivate and reserve high-quality interdisciplinary talents.
