东北边疆民族地区农村养老服务高质量发展研究——基于吉林省延边朝鲜族自治州的实地考察

摘要
随着我国人口老龄化程度的不断加深,农村老年人养老问题受到社会各界的普遍关注.东北边疆民族地区受到人口大量外流、经济收入低等多方面因素的影响,提高养老服务质量已成为农村老年人的普遍需求.目前农村老年人的互助意识不强、养老机构意愿低、医疗服务需求大等问题,严重影响了东北边疆民族地区养老服务的高质量发展进程.根据农村老年人的现实需求与地区发展状况,建立农村互助型养老模式、提升农村养老机构服务水平、强化农村医养结合养老协作等措施已成为促进东北边疆民族地区农村养老事业高质量发展的必然选择.
Abstract
As the aging of China's population continues to deepen,the issue of elderly care in rural areas has at-tracted widespread attention from all walks of life.Because the ethnic minority areas in the northeastern border are-as are affected by many factors such as large population outflow and low economic income,improving the quality of elderly care has become a common demand of rural elderly people.Currently,rural areas in the northeastern border ethnic areas have problems such as the elderly people's low awareness of mutual aid,low willingness to provide eld-erly care institutions,and high demand for medical services,which have seriously affected the high-quality develop-ment of elderly care in the areas.According to the actual needs of rural elderly in the areas and the regional devel-opment situation,measures such as establishing a rural mutual-aid elderly care model,improving the level of elderly care services in rural institutions,and strengthening the cooperation of rural medical care and elderly care have be-come important and inevitable choice for high-quality development of the elderly care services.
