摘要
"双碳"目标引导产业结构升级是社会各要素综合作用的过程,其中政府起着非常重要的引领作用,企业在"双碳"引导产业结构升级的过程中发挥了重要作用."双碳"目标引导产业结构升级主要有以下两条路径:一是通过控制传统高耗能、高排放产业新增产能;二是不断加快新兴产业的发展.为更好地响应"双碳"目标进而推动产业结构升级,首先要发挥好政府政策的引领作用,处理好政府和市场之间的关系.其次要加快技术创新,尤其是绿色低碳领域的技术,实现核心技术的突破.同时,还要不断完善相关法律制度以及市场监督体系,做好产业发展规划,确保"双碳"目标引导产业结构升级的总体推进.
Abstract
"Dual carbon"goal to guide the upgrading of industrial structure is a process of the comprehensive role of various elements of society,in which the government plays a very important leading role and the enterprises play a key role.There are two main paths for the"double carbon"target to guide the upgrading of industrial structure:first,by controlling the new capacity of traditional energy-intensive and high-emission industries;Second,accelera-ting the development of emerging industries.In order to better respond to the"double carbon"goal and promote the upgrading of industrial structure,we must firstly play a leading role in government policy and deal with the relation-ship between the government and the market.Secondly,it is necessary to speed up technological innovation,espe-cially in the field of green and low-carbon technology,and achieve breakthroughs in core technologies.At the same time,it is necessary to constantly improve the relevant legal system and market supervision system,do a good job of industrial development planning,and ensure that the"double carbon"goal guides the overall promotion of industri-al structure upgrading.
