摘要
近年来,复杂的经济条款与众多的投资协议使得国际贸易投资规则体系迷失了发展方向,特别是在贸易大环境并不稳定的社会背景之下,如何在避免经济垄断的基础上实现对国际贸易投资规则的重构已经成为国际社会亟待解决的问题.为使投资规则能够同时适应发达国家与发展中国家的经济发展需求,对于国际贸易投资规则重构策略的制定,必须坚持以货物贸易为基础、扩张服务贸易为目标的原则,在保障国际贸易稳步上升的同时,维护贸易投资市场的繁荣发展,从而在真正意义上实现经济全球化.
Abstract
In recent years,complex economic clauses and numerous investment agreements have caused the inter-national trade and investment rules system to lose its development direction.Especially in the social background of unstable trade environment,how to realize the reconstruction of international trade and investment rules on the basis of avoiding economic monopoly has become an urgent problem for the international community.In order to make the investment rules adapt to the economic development needs of both developed and developing countries,the formula-tion of the reconstruction strategy of international trade and investment rules must also adhere to the principle of taking commodity trade as the basis and expanding service trade as the goal,and maintain the prosperity and devel-opment of the trade and investment market while ensuring the steady growth of the international economy,so as to realize economic globalization in a true sense.
