Research on the Path of Improving and Upgrading High Standard Farmland Construction under the Background of Agricultural Power
The transformation of China from a big agricultural nation to an agricultural power is inseparable from the upgrading of high standard farmland construction.Through long-term efforts,China has achieved remarkable re-sults in the construction of high-standard farmland.However,in the process of implementing high-standard farmland construction in Jilin Province,there are following practical problems:the implementation of tasks does not match the requirements of objectives,the supporting funds can not meet the needs of heavy tasks,weak overall planning capacity and management needs are not symmetrical,the imperfect supervision mechanism is not in line with the needs for intelligent supervision,and more construction but less management and utilization needs are not coordina-ted.It is necessary to improve the institutional system,highlight the demand orientation,improve the coordination mechanism,establish a smart system,and innovate the management and protection mechanism from the dimensions of direction,tasks,cooperation,science and technology,and conservation,so as to promote the quality improvement and upgrading of the construction of high-standard farmland,lay a solid foundation of national food security,and en-ergize the high-quality development of agriculture.
