Study on the Spatial Spillover Effect and Mechanism of Environmental Regulation on Industrial Structure Upgrading
Environmental regulation policies can solve both environmental and economic problems at the same time.This paper takes 284 prefecture-level cities as research samples to explore the spatial spillover effect of envi-ronmental regulation on industrial structure upgrading and its mechanism.The results show that:the local environ-mental regulation first inhibits and then promotes the industrial structure upgrading of the neighboring areas in a U-shaped nonlinear relationship.The improvement of green innovation efficiency is an important factor for environ-mental regulation to promote the upgrading of industrial structure in the eastern,central,western and northeastern regions.Therefore,China should enhance the intensity of environmental regulation policy,coordinate in formulating environmental regulation policies among the regions,and encourage enterprises to carry out green innovation activi-ties.
