Practical Exploration and Policy Considerations of Community-based Social Enterprises in China:The Case of Chengdu
In the context of exploring and building a social governance system based on collaboration and broad participation,so-cial enterprises are gradually entering the local public agenda.Based on field research and case study analysis of community-based so-cial enterprises in Chengdu in 2021,the study has found that in the organizational structure of emerging community-based social enter-prises in Chengdu,the community neighborhood committee plays a key leadership role.Such social enterprises to a certain extent have encountered problems such as a relatively low proportion of public assets in the equity structure,a lack of prominence of social attri-butes in the distribution of income,and the risk of possible shifts in the focus of community work,and it is suggested that three types of social organizations should be specified in the formulation of policies related to the cultivation and development of social enterprises:general types of social enterprises,community-based social enterprises and non-profit organizations,and that the development of vari-ous types of social enterprises should be addressed in a targeted manner through the formulation of corresponding support policies.
