A Study of the Implementation of Gifted Children Selection Policy from the Perspective of Progressive Decision Theory
In current society,the selection and education of gifted children have become widely concerned policy issues for both the country and the society.As the cornerstone and source guarantee for the construction of the national top-notch innovative talent system,the selection policy for gifted children plays a crucial role.Clarifying the characteristics and responsibilities of each policy implementation subject is essential for building a highly efficient policy.Based on historical analysis and international com-parison perspectives,this study summarizes the characteristics of the main policy implementation subjects of gifted children selec-tion both at home and abroad.By introducing the four-dimensional incremental decision theory,it discusses the status of each sub-ject in the policy implementation process and how to better undertake the implementation responsibilities.It then proposes policy suggestions of establishing a coordinated mechanism across government organizations and regions relying on specialized institu-tions,utilizing information technology to improve the policy implementation capabilities of all subjects,and adhering to the incen-tive compatibility principle to give full play to the advantages of multi-subject participation.
