摘要
在安全事故行政问责中,工具理性和价值理性的失衡既可能造成行政问责公平性的缺失,打击官员的监管积极性,也可能降低行政问责的回应性和公共性,影响政府公信力,酿成公共危机.因此,安全事故行政问责的完善应该是在加强价值理性建设的前提下,着力解决工具理性发展中的问题,通过工具理性的建设和完善助推价值理性的提升,最终实现安全事故行政问责中工具理性和价值理性的有机融合.行政问责既要关注事故发生后的社会外部回应性,又要考虑行政内部的权责一致和过责一致等组织内部规则,从客观实际出发,重视问责公平性,构建一个适合中国国情且健全的安全事故行政问责系统,实现问责的公平与理性.
Abstract
The imbalance between rationality and value rationality of administrative accountability tools for safety accidents may not only cause the lack of fairness of administrative accountability,but also reduce the supervision of officials.It may also re-duce the responsiveness and publicity of administrative accountability and affect the credibility of the government.cause a public cri-sis.Therefore,the improvement of accountability for administrative accidents should focus on solving various problems in the ratio-nal development of tools under the premise of strengthening the construction of value rationality,and promote the rationalization of values through the construction of instrumental rationality so as to realize the integration of instrumental rationality and value ratio-nality.It is necessary to consider the external response,but also attach importance to the internal power and responsibility and con-sisency of responsibility and other rules,from the objective,fair and forward,to build an organic and reasonable administrative ac-countability system to achieve fairness and rationality of accountability.
