The Dilemma and Solution of Farmland Water Conservancy Governance——An Empirical Investigation Based on W County in Hetao Irrigation District,Inner Mongolia
Agricultural tax and fee reform promoted the structural transformation of farmland water conservancy management system,farmland irrigation management power was re-decomposed,constructing a new model of joint governance of local govern-ment and Water Management Bureau.However,research based on W County of the Hetao irrigation area in Inner Mongolia,it is dis-covered that"de-embedded"governance characteristics,irrigation area water conservancy management presents the local govern-ment responsible for the construction of farmland water conservancy project,is responsible for the management of the irrigation management.In the process of farmland water conservancy management,on the one hand,the nature of the water authority institu-tions with enterprise management,made the Water Management Bureau countered role conflict between"profit-making manager"and"agency operator",in the provision of public services,at the same time,they have to be through selling water resources and maintaining unit operation and personnel expenses.On the other hand,the local government's project logic causes the dislocation of the irrigation and water conservancy management,The pressure type of political system and the maintenance of social stability of the mission requirements made it deep into the resolution on farmland water conservancy dispute.In the end,the supply of farmland water conservancy service is in trouble.Suggestions have been put forward for government department cooperation in governance and the construction of a diversified and three-dimensional cooperation model to address the issue.
