After the end of the First World War,Europe established the Versailles system under the arrangement of Great powers such as Britain and France.Soviet Russia and Weimar Germany,as weak countries in European international relations,faced highly similar diplomatic,economic and military situations.It is based on this similar international environment and domestic situation that the two countries gradually approached and moved toward cooperation,and then signed the Treaty of Rapallo,which marked the nor-malization of relations between the two countries.The treaty not only laid the foundation of the Soviet Five-Year Plan,but also changed the unfavorable situation of Germany in the question of reparations.
