Japan's Law of Official Document Management,along with its supporting regulations and policies,adheres to the principle of open utilization of archives.It provides detailed provisions on situations that restrict open utilization and the"separation principle"of open utilization.However,it does not set rigid requirements on the time for open utilization.This approach is condu-cive to protecting public rights and has strong operability.China can learn from Japan's legislative experience and further optimize its closed period system of archives.It can clarify the conditions and procedures of archives utilization and introduce the"separation principle"in the open utilization of archives.This will expand the degree of archives openness in China and improve the service lev-el of archives utilization.
