From the early years of the Republic of China to the 1920s and 1930s,although the domestic paper enterprises have developed to a certain scale,the production of domestic paper is difficult to compete with imported paper,and the demand for paper in the publishing industry relies heavily on imports from abroad.After the outbreak of the Chinese People's War of Resistance Against Japan,the domestic paper-making enterprises suffered heavy losses due to the war;the supply of foreign paper also gradual-ly cut off,resulting in a serious"paper shortage".The National government's rationing system to solve the"paper shortage"not on-ly failed to revitalize the publishing industry,but also became a tool for businessmen to pursue profits and a weapon of political op-pression by the Kuomintang.
