Digital Empowerment or Disempowerment:The Dual Effects and Internal Mechanism of Digital Rural Governance
Under the guidance of the national policy on digital village construction,technical tools serve as crucial levers to enhance the effectiveness of rural governance.While digital technology empowers rural governance,it also results in the consequence of"digital disempowerment".This paper explores the internal logic of digital empowerment and disempowerment in digital rural governance by constructing an analytical framework of"Technology-Institution-Participation".The study suggests that digital technology may have dual effects when applied in rural governance.On the one hand,its application can facilitate the evolution of rural governance models,the gradual normalization of order and structures,and promote orderly public participation in governance.On the other hand,information barriers,imbalanced evaluation mechanisms,and mismatched supply and demand are key factors that induce manifestations of digital disempowerment,such as cumbersome digital workloads,digital formalism,and detachment of digital technology from practical needs.The study indicates that,to resolve the paradox of digital disempowerment,efforts should be made to strengthen technological discipline and critique,moderately adjust institutions,and optimize practical participation by adhering to the people-centered principle.
