Exploring the Technical Methods of Carbon Emission Evaluation for Planning Environmental Impact Assessment to Promote Pollution and Carbon Reduction in Industrial Parks
Industrial parks are an important carrier of China's economic green and low-carbon transformation and play an important role for promoting pollution and carbon reduction in the industrial field.At present,the alignment between planning Environmental Impact Assessment(EIA)and pollution and carbon reduction system is in the exploratory stage,developing the technical methods for carbon emission evaluation of planning EIA and making feasible emission reduction plans play important roles in promoting the synergy reduction of pollution and carbon in industrial parks.This study took the planning scheme of an industrial park X in a city as an example,evaluated the carbon emission evaluation methods in the planning EIA of industrial park,including the definition of calculation boundary,the development of evaluation system,the exploration of carbon emission prediction and analysis,the proposal of control target setting and management measurements,and proposed relevant suggestions on carbon emission evaluation of planning EIA for industrial park,which is of great significance to exert the source constraint guiding role of planning EIA in reducing pollution and carbon of the industrial parks.
