摘要
钢铁行业是能源消费大户,也是温室气体排放大户,其降碳实效关乎我国"双碳"目标全局效果.研究梳理了钢铁行业建设项目温室气体排放评价现状,以钢铁行业建设项目温室气体排放评价试点地区为基础,提出了钢铁行业建设项目温室气体排放评价的思路、内容和程序,构建了以生产工序为单元的核算边界及方法、以单位产品温室气体排放水平值为约束的评价方法,量化了钢铁行业建设项目各工序温室气体排放水平,探索了钢铁行业建设项目减污降碳措施可行性的分析方法和事中事后监管体系,可为相关技术文件的出台提供支撑.
Abstract
The steel industry is a major energy consumer and greenhouse gas emitter,and its carbon reduction effectiveness is related to the overall effectiveness of China's"dual carbon"goals.The study sorted out the current status of greenhouse gas emission evaluation for construction projects in the steel industry.Based on the pilot areas for greenhouse gas emission evaluation of construction projects in the steel industry,the ideas,contents,procedures for greenhouse gas emission evaluation of construction projects in the steel industry were proposed.The accounting boundaries and methods based on production processes and the evaluation method constrained by the greenhouse gas emission level value per unit product were constructed,the greenhouse gas emissions levels of various processes in steel industry construction projects were constructed,the feasibility analysis methods of pollution and carbon reduction measures for construction projects in the steel industry and the monitoring system during and after the event were explored,which can provide support for the issuance of relevant technical documents.
