结合国家和地方火电行业温室气体排放环境影响评价试点的管理要求与技术规定,总结梳理了行业建设项目温室气体排放环境影响评价的试点实施情况;围绕温室气体核算对象、评价内容、核算方法、减污降碳技术措施、排放评价指标及对标分析、排放监测监管等方面,剖析了行业目前温室气体排放环境影响评价试点工作存在评价要求不完善、核算方法不统一、减污降碳措施针对性不强等问题,并提出了相应的对策建议;以期为完善行业温室气体排放环境影响评价方法和技术要求,推动污染物和温室气体排放环境影响评价管理统筹融合提供参考与借鉴.
Experiment Situation and Work Suggestions for Environmental Impact Assessment of Greenhouse Gas Emissions from Construction Projects in Thermal Power Industry
Based on national and local management requirements and technical regulations for the pilot Environmental Impact Assessment(EIA)of greenhouse gas emission in thermal power industries,this paper summarized and sorted out the pilot implementation of greenhouse gas emission EIA for industry construction projects;focused on greenhouse gas accounting objects,evaluation content,accounting methods,technology measures for pollution and carbon reduction,emission evaluation indicators and benchmarking analysis,emission monitoring and supervision,etc.,analyzed the problems in current experiment work of greenhouse gas EIA in the industry,which were incomplete evaluation requirements and inconsistent accounting methods,the targeted measures for reducing pollution and carbon emissions are not strong,and corresponding countermeasures and suggestions have been proposed;so as to provide reference and guidance for improving industry greenhouse gas emission EIA methods and technical requirements,and to promote the integration of pollutant and carbon emission EIA management.
