摘要

为加强煤矿甲烷排放管控,梳理了我国煤炭行业甲烷排放与环境管理现状,指出我国煤矿甲烷管控中存在低浓度瓦斯难以利用、监测体系不完善、排放标准缺失、激励性政策不足、关闭煤矿甲烷关注不足等问题.进一步提出强化环评阶段管控、完善监测体系、修订排放标准、完善激励性政策、加快低浓瓦斯利用技术攻关、探索关闭煤矿甲烷减排路径等建议.

Abstract

In order to strengthen the control of methane emission from coal mines,this paper sorted the status of methane emission and environmental management in China's coal industry,and pointed out that there are lots of problems in coal mine methane control in China,such as difficulty in utilizing low concentration gas,imperfect monitoring system,lack of emission standards,insufficient incentive policy,lack of concern about methane emission from closed coal mines.This paper further proposed suggestions such as strengthening the control in EIA stage,improving the monitoring system,revising the emission standard,improving the incentive policy,speeding up the technical research of low concentration gas utilization,exploring the path of methane emission reduction in coal mines.
